Dans le chapitre trois, il discute de la Pax Romana (Paix romaine). Rembrandt a réalisé une illustration pour ce livre, dans laquelle il résume tout le chapitre.
La figure féminine nue sur le navire est Fortuna, la prospérité, qui favorise le commerce maritime lorsque la paix règne.
